منظمة رعاية الطفولة تعقد ورشة عمل إطلاق إعلان المدارس الآمنة | Save the Children in Sudan Holds Safe Schools Declaration Rollout Workshop

"إن بناء الدولة يبدأ بالتعليم ؛ والأطفال في المستقبل سيكونون هم المسؤولون عن بناء الاقتصاد" قالت تيريز لوكين غيزيل، سفيرة النرويج في السودان ، التي أعربت عن التزام النرويج بدعم انتقال السودان إلى جمهورية ديمقراطية شاملة.

"علينا التأكد بشكل الخاص من حصول الفتيات على هذا التعليم لأنهن لا يتلقون نفس الفرص من حيث امكانية التسجيل والحضور."

نظمت منظمة رعاية الطفولة يوم أمس ورشة عمل إطلاق إعلان المدارس الآمنة في فندق السلام روتانا، والذي وقع عليه السودان في العام ٢٠١٥ المتعلق بحماية تعليم الاطفال في مناطق النزاعات و إزالة العوائق والتي تمنعهم من مواصلة تعليمهم بسبب الصراع والنزاع.

"لا يزال الصراع يشكل عقبة رئيسية أمام سلامة الأطفال في المدرسة." صرحت دافينا جيفري ، نائبة المدير القطري لمنظمة رعاية الطفولة في السودان. "في هذا العام في منطقة الجنينة ، تضررت 13 مدرسة على الأقل جزئيًا أو كليًا نتيجة للصراع ، وكلها بحاجة الآن إلى إعادة التأهيل. من خلال استشارات الأطفال الأخير الذي أجريناها في ابريل والذي شارك فيه أكثر من 500 طفل  كان الصراع هو الشيء الأول الذي يتمنون توقفه."

في جلسة أمس أظهر أكثر من 40 خبيرًا وأصحاب مصلحة من الحكومة والمنظمات غير الحكومية المحلية والدولية وممثلي القوات المسلحة والحركات والتزموا بإستثمار الجهود والتدخلات لضمان مدارس آمنة لجميع الأطفال في المناطق المتضررة من النزاع وأثناء حالات الطوارئ الأمنية. 

الاعلان يتسق مع نهج المدارس الآمنة من قبل منظمة رعاية الطفولة. من خلال هذا النهج، ننظر بشكل شامل إلى جميع المخاطر التي تواجه الأطفال في التعليم في مناطق النزاع. يتم تنفيذ ذلك الآن في 40 دولة، بما في ذلك من خلال برنامج التعليم في حالات الطوارئ في السودان خلال منظمة رعاية.

وتوصل المشاركون في الورشة إلى خارطة طريق شاملة لحلول تنفيذ الإعلان بشكل فعال، إلى جانب دراسة المعوقات الحالية وسبل التغلب عليها.

وأكد اللواء الفاتح حسن عثمان أن القوات المسلحة السودانية ملتزمة بإعلان المدارس الآمنة وتتفهم أهميته للأطفال في السودان. "نحن نستخدم أساليب مختلفة لمواجهة احتلال المدارس من قبل أي جماعات مسلحة لضمان بقاء المدارس آمنة وخالية من العنف."

 الأطفال الذين لم يفقدوا أرواحهم بسبب النزاعات يفقدون وقتًا ثمينًا بسبب عدم تمكنهم من الوصول إلى بيئات تعليمية آمنة.

لذلك... نتطلع إلى سودان حيث يمكن لجميع الأطفال التعلم والحماية بغض النظر عن هويتهم أو مكان إقامتهم أو ما يحدث حولهم وضمان سلامتهم أثناء التعلم.

"Building a country starts with education; children, in the future, will be the ones responsible for building the economy," said Therese Løken Gheziel, Norwegian ambassador to Sudan, who expressed Norway's commitment to supporting Sudan’s transition to becoming an inclusive and democratic republic.

“We have to make sure they receive this education, and we have to especially support young girls who lose out the most in terms of enrolment and attendance.”

Yesterday, Save the Children hosted the Safe Schools Declaration Rollout Workshop at Al Salam Hotel. The Declaration was endorsed by Sudan in 2015 and concerns the protection of children's education in conflict, and addressing the barriers that prevent them from continuing their education due to conflict.

“Conflict remains a major barrier to children’s safety at school. Earlier this year in Geneina locality, at least 13 schools were partially or completely damaged as a result of conflict, all now needing rehabilitation,” stated Davina Jeffery, Deputy Country Director at Save the Children in Sudan. “In addition, in our recent child consultation exercise involving over 500 children in April, conflict was the number one thing they want to stop.”

In a thought-provoking panel yesterday, more than 40 experts and stakeholders ranging from government to local and international NGOs and armed forces and movements representatives, demonstrated the urgency of investing efforts and interventions to ensure schools are safe for all children in conflicted-affected areas and during security emergencies. This is precisely the Safe Schools Approach by Save the Children. With this approach, we look comprehensively at all hazards facing children in education in conflict areas. It is now implemented in 40 countries, including through our Education in Emergencies program in Sudan.

The workshop's participants came up with a thorough roadmap of solutions to implementing the declaration effectively, as well as examining the current obstacles and ways to overcome them.

"The Armed Forces of Sudan are committed to the Safe Schools Declaration and understand its importance to children in Sudan," assured Major General Al Fatih Hassan Osman. "We are using different methods to counter the occupation of schools by any armed groups, and to guarantee that schools remain safe and free of violence."

Children who have not lost their lives due to the conflicts are losing precious time by having no access to safe schooling environments. We look forward to a Sudan where all children can learn and be protected – regardless of who they are, where they live, or what is happening around them and ensuring that they are safe while learning.
